New MPO Teacher Transfer Policy Introduced with Centralized Online System

The Ministry of Education has introduced a new transfer policy allowing teachers under the Monthly Pay Order (MPO) scheme to transfer between private schools and colleges through a centralised, online system.

According to the policy, vacancies in the same post will be listed centrally, allowing eligible teachers to apply online. If applications are approved, transfer orders will be issued and teachers will be required to join their new workplaces within a specified timeframe, following an annual notification issued by the ministry.

Under the new policy, teachers working in private schools and colleges will be eligible to apply for transfers. However, teachers of madrasas and technical education institutions have been excluded from the policy for now.

Earlier, on December 19, 2024, the ministry issued a policy allowing the transfer of teachers recommended by the Non-Government Teachers Registration and Certification Authority (NTRCA). However, due to various administrative and procedural complications, teachers were unable to exercise transfer opportunities under that policy.

The newly issued policy has abolished all previous transfer-related provisions.

Teachers who were appointed on the recommendation of governing bodies before 2015 had earlier filed cases with the court after being denied transfer opportunities.

Currently, the NTRCA recommends candidates for MPO-listed educational institutions based on subject-wise registration. Since 2016, it has been collecting vacancy information and recommending candidates who pass the teacher registration examinations.

Before 2015, teacher appointments were managed by institutional committees or boards of directors.

This is the third transfer policy introduced for MPO-affiliated teachers. Under the previous two policies, not all teachers were able to transfer.

The Ministry of Education stated that the new policy will take effect immediately.
